Scope name internationalization

The scope names displayed in the Consent With Scopes screen (see Login screens) can be localized by using a language file property key composed as SCOPE_A_TITLE, where A is the scope name a with all letters in uppercase.

If no key for a scope name is provided in the language files, then the plain scope name is displayed by default.
